The scale of rural labor transfer continues to grow in Henan province. And it shows a backflow trend in the province now. Industrial concentration area becomes a main carrier of rural labor force employment localization. But the education level of rural labor force, the current urban and rural household registration system and its attachment on the household registration system of the welfare system, and the imperfect social security system of farmers’ greatly constrain the transfer of rural surplus labor. To realize the orderly transfer of rural labor force, the cultural quality of rural labor should be improved; urban and rural household registration system reform and the equal basic public services should be promoted; social security system should be perfected; the construction of town industrial park should be accelerated. Then more migrant workers on the transfer of employment can be absorbed.%目前河南省农村劳动力转移规模持续增长，并呈现向省内转移的回流趋势，产业集聚区成为农村劳动力就业本地化主要载体，但农村劳动力自身的受教育程度、现行的城乡二元户籍制度及其依附在户籍制度上的各项福利制度以及农民社会保障制度的不完善，限制了农村剩余劳动力的转移。实现农村劳动力的有序转移应在强化劳动力的技能培训、推进基本公共服务均等化、完善社会保障体系、加快城镇工业园区建设等方面下功夫，吸纳更多农民工就地转移就业。
