快速稳步发展的各类开发区是江苏开放经济的主载体,其整体发展水平全国领先,但发展中也受到综合实力有＂短板＂、发展状态非均衡、南北共建非市场化、产业同构现象普遍等问题的困扰。破解这些问题并提升江苏开发区发展水平的主要路径是：在转型、优化和融合中消除发展＂短板＂,增强综合实力;以整合、组团和合营方式,实现发展状态由非均衡趋向均衡化,主要产业发展由同构转为异构化;通过利益、规制和政策调整,化解南北共建中的疑难,促进南北联动发展;采取示范、探索和试点,在扩大释放标杆示范效应的同时,积极探索和试点发展新模式,从而全面促进和带动江苏开发区整体实现新发展。%The rapid and stable development of the Development Zones of Jiangsu Province,the mainstay of the opening-up of Jiangsu's economy,leads other places in China on the whole,yet problems still exist during its developing process,as it is affected by its weakest links in its comprehensive strength,the imbalance in economic development,the non-marketization in its cooperation between North and South,isomorphism in industrial structures,and the like.The main tentative approaches to solve these problems and further develop the Development Zones are as follows: removing the weakest links in its development and consolidating its comprehensive strength through business transformation,optimization,and merger;achieving a balanced economy and isomerized industrial structures through enterprise integration,grouping,and joint venture;solving the common difficulties encountered by both North and South and boosting their linked economy through the adjustment of its profits,regulations,and policies;realizing and facilitating a new development stage of Jiangsu Development Zones in an all-around way through the adoption of demonstration,exploration and pilot projects while actively exploring and implementing new modes of the development of the pilot projects in the expansion of the Benchmark Effect.
