政府引导合同能源管理运营基金融资模式研究

摘要

To solve the financing predicament, we propose a new financing mode, namely government guiding EMC operation fund, and then demonstrate the basic framework, operation mode and characteristics of subjects of this financing mode. In addition, the feasibility and validity of the financing mode are prospected.%本文把政府引导基金框架引入EMC模式中，提出了创新型政府引导合同能源管理运营基金融资模式，分析了该EMC融资模式的基本架构、运营模式及各主体特点等基本属性，最后对政府引导合同能源管理运营基金融资模式的可行性和有效性进行了展望。
