党的十八大提出全面推进依法治国、培育和践行社会主义核心价值观，体现了中国共产党高度的法治自觉和价值自信。社会主义核心价值观为依法治国提供了价值支撑，国家的富强、民主、文明、和谐是依法治国的价值目标，社会的自由、平等、公正、法治是依法治国的价值内核，公民个人的爱国、敬业、诚信、友善是依法治国的价值追求。依法治国的各个环节离不开社会主义核心价值观的培育与践行，立法以民主为本，执法以公正文明为重，司法以公正和谐为要，守法以爱国诚信为理。%The 18th Party Congress put forward the comprehensive promoting the rule by law, culti-vating and practicing socialist core values, which reflect the law consciousness and confidence of Chinese Communist Party. The socialist core values provides with value support, with nation’ s prosperity, democ-racy, civilization and harmony as the goal, social freedom, equality, justice and rule by law as the core, and individual’ s patriotism, dedication, honesty and kindness as the pursuit. Each aspect of the rule by law relies on the cultivation and practice of socialist core values. Legislation should be based on democra-cy, with law enforcement on equality and civilization, judiciary on equality and harmony, and law-abid-ing on patriotism and honesty.
