面向俄罗斯、朝鲜、韩国的辽宁东北亚金融中心建设研究∗

摘要

Building Liaoning into the Northeast Asia Financial Center is determined by the location advantages, the port and shipping advantages, and the strong economic strength of Liaoning in Northeast Asia area, and the situations of further development of current financial reform in Liaoning Province, especially in Shenyang and Dalian. It is accorded with the strategic layout of multi-level financial center construction in China. Through researches on economic and trade exchanges and financial layout in Northeast Asia area, and comparative analysis on domestic financial centers in different regions, it is pointed out that the construction of Liaoning financial center should adopt government-dominated mode, and give consideration to natural formation pattern. It should be aimed at realizing financial liberalization, improving the efficiency of finance continuously, and promoting the financial innovation.%把辽宁建成东北亚金融中心是由辽宁特别是沈阳和大连在东北亚区域的区位优势、港口航运优势、雄厚经济实力和当前金融改革向纵深发展的客观形势所决定的，符合我国多层次金融中心建设的战略规划。通过对东北亚地区的经贸往来及金融格局的研究，并对国内各区域金融中心进行比较分析后认为：辽宁的金融中心建设应当采取政府主导的模式，兼顾自然形成，以实现金融自由化为目标，不断提高金融效率，推动金融创新。
