结合地方高校科技创新的研究和发展现状，从科技投入、科技产出、科技转化3个方面构建了地方高校科技创新能力评价指标体系，以31个省市的地方高校为评价对象，利用主成分分析法和聚类分析法将地方高校科技创新能力综合为试验发展能力、应用研究能力、科技服务能力、成果转化能力4个主成分，并对各区域地方高校科技创新能力进行了排名，得出江苏省、浙江省、上海市3个区域的地方高校科技创新综合能力最优的结论。%This paper first constructs the index system of ability in scientific and technical innovation of local colleges and universities including investment in science and technology, achievements of science and technology, transformation of scientific and technical achievements based on the research status and development of ability in scientific and technical innovation of local colleges and universities. Then taking the local colleges and universities in 31 provinces and cities as the evaluation object, the ability in science and technology innovation of local colleges and universities can be divided into development ability, applied research ability, technology service ability and achievement transformation ability by means of principal component analysis and cluster analysis. It is concluded that Jiangsu, Zhejiang, Shanghai lie in the first level of ability in scientific and technical innovation of local colleges and universities.
