中石化华北石油局人力资源管理分析

     

摘要

As the global energy economy enters a period of crucial strategic transition, Chinese petroleum enterprises are facing new opportunity and challenge. As a key factor for enterprise's competitive advantage, human resources play a deci- sive role in the economic transformation and leapfrog development. Based on the analysis of current situation and existing problems of human resources management in the North China Bureau, North China branch of Sinopec, this paper puts forward some effective reform methods as follows: establishing human resource strategic view, planning of human re- sources; reinforcement of the three--basic work, strengthening the system construction; establishing an effective incen- tive mechanism; consolidating the training base, which provide beneficial reference for formulation of the scientific plan- ning of human resources management, innovation of human resource management and enhancement of the core competi- tiveness of enterprises.%全球能源经济进入重要的战略转型期,中国石油华北石油局面临新的挑战和机遇。作为华北石油局获取竞争优势的关键因素,人力资源在华北石油局实现经济转型、跨越发展起着举足轻重的作用。在中国石化华北石油局人力资源管理现状分析的基础上,对其存在的实际问题进行剖析,提出深化华北石油局人力资源管理的有效途径:树立人力资源战略观,做好人力资源规划;强化三定基础工作,加强队伍制度建设;建立有效的激励机制;强化培训基础建设等。从而为华北石油局制定科学的人力资源管理规划,创新人力资源管理,增强华北石油局核心竞争力提供有益的借鉴。
