在我国社会改革的攻坚阶段，基层组织工作人员职务犯罪日益严重的现象不容忽视。由于基层腐败侵害的是最广大人民群众的根本利益，若解决不好将严重阻碍基层社会的稳定发展。因此，必须坚持“老虎”、“苍蝇”一起打，从立法和司法两个层面切实解决好基层的腐败问题，从制度上构建预防基层组织工作人员职务犯罪的“防火墙”。通过调研加强对基层组织人员腐败问题考察，分析其犯罪特点、案发的原因及规律，进而有针对性地实施惩治与预防，在当前具有重要的实践意义。%With social reformation entering a crucial stage, it can not be neglected that professional crime committed by ifrst-line unit clerks is becoming increasingly serious. Because corruption at ifrst-line units is concerned with public interests, if it is not well handled, it will naturally affect social stability and development. Accordingly, it is necessary to combat “tigers and lfies”, solve the corruption problem from the perspective of legislation and justice and systematically construct a ifrewall to prevent ifrst-line unit clerks from committing professional crime. Research can help strengthen observation of corruption of ifrst-line unit clerks and analyze their criminal characteristics, causes and law so that proper punishment and prevention measures can be taken, which has practical signiifcance.
