Conscientiously performing the role of the Communist Youth I~ague organizations in the social management function requires a lot of resources as a rock - solid protection and support. In the current society, these resources are in the hands of various organizations and individuals through mobilization, so it must work to- gether. This includes： establishing, improving integration mechanisms of resource mobilization which is suitable with the mixed economic system, establishing resource allocation mechanismand adapt to economic system and the Communist Youth League organizations, establishing and promoting youth community - building mechanism. The three mechanisms put more resources into the dominant norm of the Communist Youth League organizations, and configure reasonably to help government achieve effective communitv management.%切实履行共青团组织参与社会管理的功能，需要大量的资源作为坚实的保障和支撑。在当前社会中，这些资源散存于各类组织和个人手中，需要通过一定的工作机制将其动员、整合起来。这包括：建立、完善与混合经济体制相适应的资源动员、整合机制，建立、完善与经济体制和共青团组织属性相适应的资源配置机制，建立、完善引导与推动体制外青年投身社会建设的机制。这3个工作机制的建立可以将更多的资源整合到共青团组织的支配范围内，并合理地配置下去，助推政府实现有效的社会管理。
