政府转型背景下我国公共体育服务协同供给研究--基于整体政府理论的视角

摘要

In this paper,methods of literature,logic analysis and interview are employed to analyze Chinaˊs public sports service supply under the background of government transformation. Research suggests that departmental protectionism exists vertically and laterally in Chinaˊs public sports service supply,and sports social organizations,as the main body to undertake public sports service,deviate its basic attributes of the nongovernmental and nonprofit. In the transformation of the government, Chinaˊs public sports service supply shows strong needs to cross the regional and department borders. Therefore,this study puts forward the idea of using Overall Government theory in public sports serv-ice supply,and discuss synergetic supply strategies of Chinaˊs public sports service.%我国公共体育服务供给中各政府间的纵向、横向的不同部门间存在“部门主义”现象，作为公共体育服务承接主体的体育社会组织在现实发展中偏离了其“非政府性和非营利性”的基本属性。在政府转型中，我国公共体育服务供给的跨域性、跨边界性的需求越来越突出，公共体育服务供给中应运用整体政府理论，进行跨部门协同供给。
