Unexpected Emergencies will seriously endanger social harmony and stability because precursor is not fully known and influence of these emergencies can easily be hugely magnified. It is an important part to grasp their development direction for the evaluation on degree of enthusiasm of public opinion on internet for unexpected emergencies. The evaluation model on degree of enthusiasm of public opinion on internet for unexpected emergencies is proposed based on combination of the gray evaluation method and AHP method, which combine the qualitative and quantitative analysis method on the basis of the existing evaluation system about degree of enthusiasm of public opinion on Internet. An empirical case study is then provided for Drag racing of Hangzhou city in 2009. The results showed that the gray - AHP is a scientific, rational and simple evaluation method, and it has good results for unconventional emergency network for the evaluation on degree of enthusiasm of public opinion on internet for unexpected emergencies.%突发事件由于前兆不充分,在网络上事件的影响力极易被无限放大,将严重危害社会的和谐与稳定,对突发事件网络舆情热度评价是把握突发事件发展方向的重要内容.笔者在已有突发事件网络舆情热度评价指标体系的基础上,采用定性分析和定量分析相结合的方法,建立了基于灰色评价法和层次分析法相结合的突发事件网络舆情热度评价模型,并以2009年杭州飙车案进行了实证研究.通过实证表明,灰色层次评价法科学合理,简单易行,对突发事件网络舆情热度评价具有良好的效果.
