新农村建设中公共服务绩效评价问题及对策

摘要

Since the reform and open-door policy,the contradiction between high-speed increase of our economy and relatively slow development of social undertakings has become more and more protruded.For public service in the countryside,the main reasons for lack and low level of public service lie in lack of guarantee measures,such as scientific and effective assessment of official achievements in addition to obstructive problems in the system.In order to guarantee the basic right of country residents,counter-strategies should be laid out to establish and complete a prolonged mechanism of public service supply in the countryside,construct a legal system of assessing official achievements,lay out regulations and system of assessing targets and innovate assessing means.Above all,all these should be actually brought into practice of assessment.%改革开放30多年来,我国经济的高速增长与社会事业发展相对滞后的矛盾十分突出。在农村公共服务方面,除了体制性障碍依然存在外,缺乏科学有效的绩效评价等保障措施是农村公共服务缺乏、水平不高的主要原因。要从建立和完善农村公共服务供给长效机制、绩效评价的法制建设、制度规范、指标体系的构建和评价方法创新等方面着手制定对策,并以此评价我国农村公共服务的水平和程度,保障我国农村居民享受公共服务的基本权益。
