公众参与：主体确定与构造组织化

摘要

近年来,公众参与的意识逐渐强烈,公众参与的制度构建却存在明显不足,深层次的原因在于学界对公众的角色与范围问题并未形成共识,也缺乏深入探讨。公众参与的制度完善需要对公众参与的主体进行认真厘定,对公众参与中的组织化倾向予以重视。%Recently,Consciousness of Public Participation have been increasing gradually.However,institution constructing for public participation are obviously insufficient.The essential reason for this lies in the non-reaching consensus evolved by researchers for role and scope of public,and being lack of deeply discussing.The institution perfection for public participation needs ascertaining the subjection and pays attention to the systematized tendency for public participation.
