In the process of urbanization, rural labor force in western area moves to the towns in large scales, which intensifies the western aging problems, “hollowing-out”in rural areas and the trend of “empty nest”. Meanwhile, some of the rural elderly are caught in no caring. Therefore, measures should be carried out to solve the problem. The rural pension issue should be considered under the strategic framework of new urbanization;to develop western small towns;strengthen construction of infrastructure and development of real estate; to establish sound public pension service system in small towns; innovate land circulation and social security system; encourage the rural elderly to move to small towns. In conclusion, a new way of pension would be created by developing small towns in large scales and efficient public service system. The rural pension issue would be resolved by the combination of existing pension system and new“small towns”pension system.% 城镇化进程中，我国西部农村青壮年劳动力大规模向城镇转移从业，加剧了西部农村人口老龄化、农村“空心化”、老年家庭“空巢化”的趋势，致使部分农村老人陷入无人养老的困境。应将西部农村养老问题放在“新型城镇化”战略框架下，大力发展西部小城镇，加强小城镇基础设施建设与房地产开发，建立健全小城镇养老公共服务体系，创新农村土地流转制度和社会保障制度，引导农村空巢老人向小城镇聚集迁移，利用小城镇规模化、高效化的公共服务体系开辟出一条新的养老方式。通过小城镇养老与已有的养老方式相结，多路径破解农村养老问题。
