改革和完善适应现代金融市场发展的金融监管框架是“十三五”发展规划中提出的重要内容。发轫于20世纪90年代的“双峰监管”模式提出行为监管与审慎监管同等重要，两者应分别由独立的监管机构承担，即形成监管体制上的“双峰”。这种监管模式在本轮危机中发挥了重要作用，引起了各国的关注。我国当前金融监管体系存在诸多不足，“双峰监管”模式的理论与实践及其核心理念内含丰富，我国应在金融监管方面应借鉴吸收，不断完善体制机制。%Twin Peaks Model, originated in the 1990s, emphasizes conduct supervi-sion is the same important as prudential supervision. The model has great significance to the pattern of China’s supervision reform. The paper analyzes conduct supervision, pru-dential supervision and their relationship, sorts out the theory and practice of Twin Peaks Models, and summarizes the core ideas. In the end of the paper, the author makes some suggestions for the reform of the regulation on the base of Twin Peaks Model.
