当前我国外汇管理建立了货物流与资金流相匹配的逐笔核查资本交易行为管制和汇兑管制相结合的行为监管制度，具有较强的项目管理和监管成本较大等特征，未能对跨境资金流动异常状况形成有效的防控预警合力，改革的方向是构建并实施外汇主体监管模式。建议加快外汇管理理念和方式的转变，不断完善政策体系，优化机构设置，整合业务系统，提高审批效率，建立跨部门的信息共享机制。%At present, the supervision system applied in Chinese foreign exchange administration is a combina-tion with the control of exchange and capital transaction behavior with the match of goods and funds flow. It is featured in the project management and immense supervision cost, which is failed to form effective prevention to the anomaly cross-border capital. Due to this situation, the mode of foreign subject supervision should be constructed and brought into force. The paper suggests changing the concept and the mode of foreign exchange administration as soon as possi-ble, and improving the policy system constantly. Meanwhile, it is needed to optimize the organization allocation, inte- grate the service system by improving the approval efficiency, and establishing the information sharing mechanism across different departments.
