生活垃圾焚烧发电PPP项目竞价标的设计研究

摘要

This paper summarizes six kinds of PPP project bidding objects by the means of inductive analysis: the type of annual service fee, the type of return rate, the type of investment falling rate, the type of unit price of service fee, the type of total project investment and the type of concession period; then puts forward five principles of designing bidding objects in PPP project of domestic waste incineration for power; and the article analyzes three design bases of bidding object in PPP project of domestic waste incineration for power. This paper finally presents three kinds of bidding objects combination solutions aiming at PPP project of domestic waste incineration for power with BOT mode.%利用归纳分析法将PPP项目竞价标的梳理为年服务费类、收益率类、投资下浮率类、服务费单价类、工程投资类及特许经营期类等6类;提出生活垃圾焚烧发电PPP项目竞价标的设计的5项原则,分析生活垃圾焚烧发电PPP项目竞价标的设计的3项依据;针对采用BOT模式的生活垃圾焚烧发电PPP项目,提出3种组合竞价标的设计方案.
