高铁动车组列车旅财犯罪打防工作初探

摘要

防范和打击高速铁路动车组列车上的盗窃旅客财物犯罪活动,是铁路公安机关面临的一个新课题。拟分析近年来上海铁路公安处管内动车组列车旅财犯罪特点、原因和工作难点,从细化勤务规范、加强基础建设、完善站车配合、规范处警程序、实行动态用警等方面提出对策。%To crack down and prevent the larceny of passengers＇ property on CHR MU trains is a new problem for railway police departments.This paper tries to analyse the characteristics,causes and difficulties of the larceny occurred on the MU trains administrated by Shanghai Railway Division of Public Security in recent years,and then put forward such measures as clarifying policing standards,enhancing the infrastructure,improving the cooperation between stations and trains,standardizing policing procedures and practicing dynamic policing.
