对工程项目前期策划决策和设计阶段造价控制的思考

摘要

研究目的:我国在实际工作中常常把造价控制的精力主要放在工程实施阶段,这样做,往往事倍功半.分析项目前期策划决策和设计阶段的造价控制存在的问题并提出对策措施.研究结论:在工程项目的前期策划决策阶段,做好项目可行性研究,在进行市场凋查、研究的基础上制定项目建设标准和规模是工程造价控制的前提;在设计阶段,重视政府审批、设计、造价工程师在设计阶段三位一体的地位和作用,推广价值工程法,推行限额设计,加强设计变更管理是造价控制的有效措施.%Research purposes: In China, the more attention is paid to the project cost control in the project implementation phase. By doing so, only the half result is obtained with the twice effort. This paper analyzes the problems in cost control in the phases of project preceding planning decision -making and design phase, and offers the relative countermeasures.Research conclusions: In the phase of project preceding planning decision- making, the study on the project feasibility should be well done and based on the market investigation, determining the project construction standard and scale is the premise of better control of the project cost. In the phase of the project design, the attention should be paid to the roles of the government accreditation, design and cost engineer,and the value engineering method and rationed design should be widely used. Strengthening management of design revision is the effective way to control the projectcost.
