To strengthen the Party's law-based governing capability requires to start with setting up the concept of legal system and persist in conducting activities within the scope of the Constitution and the law, to emphasize on promoting the restriction and supervision of power and estab-lish the accountability system for decision-making misplay, as well as to focus on strengthening the Party's working style and clean gov-ernment establishment and form a well-conceived and long-term mechanism.
