中美在应对气候变化合作中的分歧及其解决途径

摘要

China and America are two big countries which release greenhouse gas mostly in this world. There is a long history for them to cooperate to solve this problem. However, they are objectively different. Firstly, China and America lie in different developing step so that their cooperation goal is not clear. Secondly, the United States has a prejudice against China and they cannot believe each other. That＇s why two countries cannol succeed in co- operate in technology. Thirdly, China and America understand the climate treaty differently. Finally, they cannot agree with their quantity of reducing and releasing each other. In order to make a thorough and effective cooperation, China and America must abandon prejudice, strengthen mutual understanding, establish total cooperation ideas, and improve cooperation system.%中国和美国是当今世界上最大的两个温室气体排放国。中美两国应对气候变化合作的历史由来已久，但合作内容空泛而没有深度。在应对气候变化合作的问题上，中美两国存在着客观的分歧。首先，两国所处的社会发展阶段不同，致使双方合作目标不明确。其次，美国对华政策的偏见导致双方战略互信不足，实质性的技术合作进展缓慢。再次，两国对气候条约的理解存在着差异。最后．两国对各自的减排量难以达成共识。以上原因导致中美两国难以进行具有实质性内容的气候合作。中美两国只有摒弃偏见、增强战略互信、树立全面的合作观念和健全合作机制，应对气候变化的合作才能走向深入。
