建立和完善鄱阳湖生态经济区生态补偿机制的对策思考

The protection of the eco-environment of the Poyang Lake Eco-economic Zone is an important measure to practice the scientific concept of development, which helps to explore a new path for coordinated development of economy and ecology. It's a long-term systematic engineering to establish and perfect mechanism for eeo-compensation in the Poyang Lake Eco-economic Zone, which calls for reinforcement of eco-compensation su- pervision and management, scientific and rational establishment of eco-eompensation standard, perfection of fiscal policies for eco-compensation, perfection of economic incentive for compensation object and coo-protection con- straint mechanism, and the construction of multi-level eco-protection sharing system.%保护好鄱阳湖生态经济区的生态环境,是践行科学发展观的重要举措,有利于探索出一条经济与生态协调发展的新路子。鄱阳湖生态经济区生态补偿机制的建立和完善是一项长期的系统工程,需要强化生态补偿的监督与管理,科学、合理地确定生态补偿标准,完善生态补偿的政府财税政策,健全对补偿对象的经济激励与生态保护约束机制,构建多层次的生态补偿分担体系。
