政治建警论纲

摘要

The key to shifting the political construction of the police force from ideological framework to pragmatic practice lies in rediscovering the meaning of the political construction of the police force,and recognizing that loyalty education is not the only important dimension of the construction and that the key and core should be the embedment of political system in the very process.It is true that political system contains not only the logics but also historic situations.Thus,the political construction of the police force should be embedded into both the general structure of political system and contemporary historic situations.Embedment into political system not only realizes loyalty,but also enhances the capability of policing system.%政治建警,即公安政治建设,它如何从＂务虚＂向＂务实＂转变,其关键在于重新认识政治建警,＂忠诚＂教育作为政治建警的一个重要维度并不原始和基本,以政治关系为基础,＂嵌入＂政治体系才是政治建警的关键和核心。政治体系既有逻辑构成,也有历史情境。政治建警既要融入政治体系的一般构成,又要面对当代历史情境。＂嵌入＂政治体系既可以实现＂忠诚＂,又可以切实提高警察制度能力。这是政治建警的正轨。
