简政放权背景下地方政府职能转变与农村贫困治理创新

摘要

Our country is in a critical period of social and economic system transformation. The construc⁃tion of the administrative efficiency has become the key and main contents of government institutional re⁃form and transition. However, under the influence of factors such as urbanization, population aging, and the absence of government function, improper functions transform from part of local government makes ru⁃ral poverty governance face more severe situation. Local government must gradually change its functions and the way of rural governance through the reform of administrative system. It should clear definition of local government functions, strengthen the construction of administrative efficiency, cultivate new coopera⁃tive governance mechanism government departments and non-governmental sector, raise discourse rights of farmers.%我国正处于经济社会体制转型的关键时期，政府职能转变已成为政府体制改革和行政效能建设的主要内容和关键所在。然而，在城镇化、人口老龄化和政府职能缺位等因素的影响下，部分地方政府的职能转变不当致使农村贫困治理面临的形势更加严峻。地方政府必须通过行政体制改革，逐步转变在农村贫困治理中的职能和方式。明确界定地方政府职能，加强行政效能建设。培育政府部门和非政府部门的新型合作治理机制，提高贫困农民的话语权。
