作为拓展海洋生态文明建设领域和深度的实践载体，海洋生态文明示范区建设是一项综合性社会系统工程，最终目的是探索构建人海和谐的良性运行体系。当前海洋生态文明示范区呈现出顶层设计初步完成、制度创新扎实推进、自主建设成效显著的基本特征。伴随着信息革命的深入、经济发展进入新常态、顶层设计的巨大推动和示范区数量增加带来的辐射延展，及海洋经济发展、制度建设整体性、海洋生态文明意识提升与示范区建设的矛盾，为示范区建设带来了新机遇和新挑战。基于此，应将“系统的海洋生态文明示范区建设”提到发展日程，构建以制定建设规划为主体推动建设内容调整，以创新制度体系为主体推动约束激励机制完善，以营造海洋生态文化为主体推动社会生产生活方式转变的建设框架，以期给海洋生态文明示范区建设带来新的活力。%As a practical carrier to expand the field and depth of marine ecological civilization construc‐tion ,marine ecological civilization model zone is a comprehensive social systematic project ,w hose ultimate aim is to explore the building of the harmonious benign operating system of man and sea .Currently ,ma‐rine ecological civilization model zone exhibits some basic features with primarily accomplished top‐level design ,firmly promoted structural innovations and remarkable independent construction .There are con‐tradictions between information revolution ,a new normal economic development ,immense promotion of top‐design ,radiation and extension produced by the model zones increasing ,marine economic develop‐ment ,integrity of institutional construction ,enhancing awareness of marine ecological civilization ,and model zone construction ,w hich have brought new opportunities and challenges .Based on the above situa‐tion ,"systematic marine ecological civilization model zone construction"should be at the top of agenda .In order to bring new energy to marine ecological civilization model zone construction ,we should draw up construction plans to allow adjustment of construction contents ,innovate institutional system to promote improvement on incentive and constraint mechanism ,and create marine ecologic culture to transform the construction framework of social production and lifestyle .
