论民族地区生态化城镇建设的法治路径

摘要

民族地区城镇化建设必须诀别“摊大饼”现象。生态文明是民族地区城镇化的一大亮点。过去城镇化的评价指标体系缺失对生态环境的关注，当下必须构建民族地区生态环境的红线制度和预警机制、生态环境独立的监督执法体制、生态资源的有偿使用和补偿制度、生态环境有效治理的责任追究制度。%Ecological civilization is a bright spot in ethnic urbanization , the evaluation index system of urbanization in the past was lack of attention to the ecological environment.It is necessary to construct the red line system and the early warning mechanism of ecological envi-ronment in ethnic areas, as well as the independent supervision and law enforcement system of ecological environment, ecological and envi-ronmental compensation system, the responsibility for effective governance of ecological environment.
