基于层次分析法的引进装备保障战略决策

摘要

Aiming at the problem of how to offer support for the importing equipment ,the strategic decision method based on analytic hierarchy process is proposed .In this method ,economy and provi‐ding reliable support in peacetime and wartime are used as the goal ,and support system is divided into two levels ,and three alternative strategic decisions include foreign side support ,joint support at home and abroad and domestic independent support .The strategic decision of domestic independent support is chosen finally .Through the implementation of this strategic decision ,our country has achieved suc‐cessfully independent support for the equipment .%针对引进装备的保障问题，提出了基于层次分析的引进装备保障工程战略决策方法。该方法以引进装备保障的经济性及为平时使用和战时作战提供可靠的保障为目标，将保障体系建设细分为两个层次，以全部由外方保障、中外联合保障和国内自主保障三个方向为备选战略决策，最终得出了国内自主保障的战略决策。该战略决策的实施，实现了某引进装备的全面国内自主保障。
