基于碳收支核算清单的黑龙江省碳足迹及碳排放压力分析

     

摘要

以黑龙江省为例,构建了碳排放清单的研究框架和核算方法,对区域碳排放进行了较为全面的核算,并进一步对碳排放强度、人均碳排放量及生态足迹进行了分析.结果表明:(1)黑龙江省整体碳排放量从2000年的5061.04万t上升到2012年的9363.93万t,涨幅为185%,达到最高值,并最终在2014年下降为8602.15万t,最终涨幅170%;其中,2014年能源消费碳排放占总碳排放量的84.72%.(2)生态系统的碳汇能力呈现不断上升的趋势,其中以森林碳汇为主,其碳汇年均占总碳汇量63.55%,2000年达到最高值71.62%.(3)从碳排放量与经济发展的脱钩状态来看,2001年和2003年的脱钩指数大于1,其他年份均小于1,总体上呈现下降的趋势,脱钩程度越来越明显,说明黑龙江省的地区的经济增长不再完全依赖能源消耗的增长,单位碳排放支撑的经济产出率在不断提升.总体来看,黑龙江省净碳排放能力呈上升的趋势,未来的碳排放压力较小,具有广阔的碳排放空间.%Using Heilongjiang province as an example, in this work,a research framework and accounting method of carbon emission inventory have been constructed.The carbon emission intensity of the area was calculat-ed.The carbon emission intensity,per capita carbon emission,and ecological footprint were analyzed. Our results show that:(1) The overall carbon emissions in Heilongjiang province increased from 50.610 4 million in 2000 to 93.639 3 million t in 2012,or increased by 185%,reaching the highest value and eventually falling to 86.021 5 million t in 2014,with the final gain 170%,of which energy consumption in 2014 carbon emissions accounted for 84.72% of total carbon emissions. (2) The carbon sink capacity of the ecosystem showed a rising trend, among which the carbon sequestration was mainly due to the forest carbon sequestration, and the total carbon uptake was 63.55%,and amounted 71.62% in 2000. (3) From the decoupling of carbon emissions and economic develop-ment,the decoupling index in 2001 and 2003 is greater than 1,and less than 1 for the other years,with the overall trend declining. The degree of decoupling is becoming more and more apparent, indicating that the regional eco-nomic growth in Heilongjiang province is no longer entirely dependent on the growth of energy consumption.Unit carbon emissions to support the economic output rate is on the rise. Overall, the net carbon emission in Hei-longjiang province is increasing, but the future of carbon emissions pressure is decreasing, with a broad carbon emission space.
