The development background of Nantong will also be confronted with unprecedented complex situations. Based on the thorough analysis of the phases as well as the opportunities and challenges that Nantong comes across during the period, this paper makes suggestions on the crucial tasks of economic and social develop-ment, such as promoting the river-sea linkage vigorously, advancing comprehensive reform of the land-sea overall planning, accelerating to construct the city of innovation, speeding up to establish modern industrial systems, and boosting modernization of social administration.
