供需适配角度的城市居家养老服务研究

摘要

Home-based care is a significant component of the basic care service system in China. Researches have shown that home-based care is the most preferred method for the elders. However, there are some deficiencies in relative policies. Meanwhile, there are various demands on the items of home-based care while there exist just few choices. Besides, there lie more demands on home-based care while the elders regard the cost as the first concern. Therefore, it is very important to prepare the supplies to meet the demands on home-based care. Efforts should be made in the fields of the features, the clients, the assessment of demands and mechanism of supplies. All sides should he encouraged to partici- pate in the construction of home-based care.%居家养老服务是我国基本养老服务体系的重要组成部分。研究发现，居家养老服务是城市老年人养老方式的主要选择，但政策供给不足；城市居家养老服务项目需求呈多样化，而实际供给较为单一；城市有偿居家养老服务潜在需求大、大多数老年人可承受的费用标准较低，供给较少。提升需求与供给的匹配程度，这是促进居家养老服务进一步发展所必须要解决的问题。在基本属性、服务对象、需求评估、服务项目、供给机制等方面必须准确把握居家养老服务基本理念，加强由各种力量广泛参与的居家养老服务的运作体制机制建设，明确政府在居家养老服务中的核心位置和主导作用。
