As the contradiction between environment and economy becomes more and more prominent, low-carbon e-conomy has been widely recognized by countries in the world as the power for the next round of economic growth. Jiang-su is one of China’s most developed coastal provinces, and Jiangsu has also sacrificed environment for its rapid economic growth. Now it’s time for Jiangsu to transform economic development mode and to develop low-carbon economy. The pa-per chose each index of evaluation of low-carbon economic development level from Jiangsu’s economic resources and the environment data. The paper applied AHP for weight assignment and formed the evaluation index system of low carbon e-conomy. Then, the paper used the system to check Jiangsu economy of 2012.The result shows that the development of low carbon economy is not so good.. Based on this, the paper proposes some suggestions in the development of low-carbon e-conomy. That is changing energy consumption structure, using low-carbon energy; adjusting industry structure, developing low-carbon industry; changing consumption concept, advocating low-carbon life; constructing city public traffic system, en-couraging low-carbon travel; strengthening international cooperation, researching low-carbon technologies.%江苏作为中国沿海最发达的省份之一，在经济快速增长的背后，其付出的环境代价也是巨大的。转变经济发展模式，发展低碳经济迫在眉睫。以江苏省经济资源环境资料为依据，选取评价低碳经济发展水平的各个指标，运用层次分析法进行权重赋值，形成了江苏低碳经济评价指标体系，并应用该体系对2012年的江苏经济状况进行验证，结果表明我省低碳经济发展水平目前还处在较低阶段。其对策包括改变能源消费结构，开发利用低碳能源；调整优化产业结构，发展低碳产业；转变消费观念，提倡低碳生活；建设城市公共交通体系，鼓励低碳出行；加强国际交流合作，研发低碳技术。
