本文简单回顾国内外技术创新效率的研究现状,建立东部沿海十省市的技术创新效率评价指标体系,利用数据包络分析的CCR和BCC模型测算了2006-2010年东部沿海十省市的综合效率、纯技术效率、规模效率和规模收益趋势。结果表明:(1)东部沿海十省市的技术创新效率总体较高,但我国经济最发达的北上广地区,技术创新效率并不是最高。(2)综合效率、纯技术效率、规模效率和规模收益趋势存在差异,且技术创新效率并没有表现出随时间变化的趋势。(3)在非DEA有效的省市中,产出不足远远大于投入冗余。在此基础上,本文提出提高东部沿海十省市技术创新效率的政策建议。%After a brief review to the research status of technological innovation efficiency home and abroad , this article means to establish an evaluation index system of technological innovation efficiency of ten East China Coastal Provinces .It assesses the 2006-2010 overall technological efficiency , pure technological efficiency , scale efficiency of technological innovation and the trend of scale returns in the above -mentioned provinces by applying CCR and BCC models in Data Envelopment Analysis .The research result indicates as follows .Firstly, the overall technological innovation efficiency of ten East China Coastal Provinces is comparatively higher than that in China’s most economically developed regions, namely, Beijing, Shanghai and Guangzhou.Sec-ondly, there is a significant difference in technological efficiency , pure technological efficiency , scale efficiency of technological innovation and the trend of scale returns among these ten Provinces .Besides this, there is not a tendency that the technological innovation efficiency changes with time .Thirdly, output deficiency far exceeds input redundancy in those non -DEA effective provinces.In the end, this paper proposes corresponding policies to improve the technological innovation efficiency in these ten East China Coastal Provinces .
