江西省11所市级卫生监督机构2007年和2010年卫生人力资源对比研究

         

摘要

Objective To understand the current situation and development trends of health human resources through investigating health human resources of 11 municipal health supervision institutions in Jiangxi province in 2007 and 2010, and to provide a reference for the formulation of health human resource planning and the rational collocation of health human resources. Methods The health human resources were investigated using self-designed questionnaire, which was filled out by 11 municipal health supervision institutions. Jiangxi provincial health administrative departments were responsible for supervision and organized experts to randomly inspect the filled questionnaire and the quality of data. The results of investigation were analyzed using descriptive statistical indicators and the differences in health human resources were compared among the 11 municipal health supervision institutions. Results Compared with 2007, the total number of em-ployees and the levels of educational qualification of employees increased in 2010,but the ratio of employees who received continuing education did not increase. The development of health human resources was unbalanced among the 11 municipal health supervision institutions. Conclusion After 3 years of implementation of "health service ability construction project",the health human resources of municipal health supervision institutions in Jiangxi province have developed rapidly. However,some aspects are still below the national levels and the situation is not optimistic. Therefore,we should continue to pay attention to talent cultivation and increase efforts in the construction of health human resources.%目的 通过对全省11所市级卫生监督机构2007年和2010年的卫生人力资源情况进行普查,了解市级卫生监督所卫生人力资源现状及发展变化趋势,为制定市级卫生监督机构卫生人力资源规划及合理配置卫生人力资源提供参考意见.方法 采用普查方法调查,自行设计调查问卷,由市级卫生监督所填写,上级卫生行政部门负责进行监督,并组织专家抽查各市调查表填写、数据录入质量.调查结果主要采用描述性统计分析,并对卫生监督机构的卫生人力资源进行横向和纵向对比分析.结果 相对于2007年,2010年全省市级卫生监督机构的职工总数和学历层次有所提高,但职工接受继续教育的比例未见提高;11个市级卫生监督机构卫生人力资源发展不平衡.结论 通过推进“卫生服务能力建设工程”,三年来,江西省市级卫生监督机构的卫生人力资源有了长足的发展,但与全国水平相比,某些方面还存在一定的差距,形势不容乐观,需继续重视人才的培养,加大卫生人力资源的建设力度.
