农民参加用水协会意愿的影响因素实证分析

摘要

针对现阶段农民参与用水协会积极性不高的现状，利用江西省调研数据，将其主要影响因素分为微观层面、宏观层面和周围环境三大类，运用经济学成本收益理论和 Logistic 模型从理论与实证上分析影响农民参与用水协会的主要因素。研究结果表明，农民文化程度、社会资本、政府惠农政策、用水协会成立时间、用水协会规模、协会管理模式、区域易旱易涝指数对农民参与用水协会有显著正影响，户主兄弟姐妹个数和区域农田水利设施完整程度对农民参与用水协会有显著负影响，户主年龄、作物种植规模和区域经济水平等变量对其影响不显著。最后针对理论分析结果提出了一些政策建议。%In view of the farmers’reluctance to join the water users association,this paper carries out a questionnaire survey in Jiangxi Province and categorizes the main influencing factors to micro level,macro level and the surrounding environment,which are then analyzed with cost-benefit theory in economics and logistic model from both theoretical and empirical aspects. The results show that the factors such as educa-tion,social capital,government policy,running time,size and management of the water users association and the frequency of floods and droughts have positive impact on farmers’willingness,while others like the number of siblings and regional irrigation and water conservancy facilities have negative impacts. The age of householder,the farm scale and regional economy seem to be irrelevant. Finally,the paper gives some suggestions on the policy making according to the theoretical analysis.
