新型农村社会养老保险试点：经验、问题与改进——基于四川达州两县市的实地调研

摘要

自2009年全国推行新型农村社会养老保险的试点工作以来，各试点县都在遵循国家试点意见的前提下。结合当地实际积极稳妥地推进。本文选取四川省达州市所辖的宣汉和万源两个试点县作为分析单位，试图总结出推行新农保试点的普遍经验、存在的问题与改进的建议。本文着重论述了完善新农保的参保缴费补贴机制的措施，以期为国家普遍推广新农保工作提供参考。%The pilot project of the new rural social pension insurance has been since 2009.
