企业异质性、劳动力质量与国际产业转移∗--来自外资新建企业的经验研究

摘要

The labor cost in China is on the rising and the competition among developing countries for receiving international industrial transfer becomes stiffer. Under this background how to keep attraction for FDI become an important issue in China. By focusing on the new firm location choice behavior,this paper takes 222 prefecture-level cities as choice set and applies negative binomial model to estimate the impacts of labor quality on the location of new foreign owned manufacturing establishments from 1998-2007 . We find improvement of labor quality could enhance the attraction of the city. Moreover the impact of labor quality varies among heterogeneous firms. The firms of high productivity,high technology and originated from non-HMT areas will be more sensitive to the labor quality.%在我国劳动力成本不断上升、国际间承接产业转移竞争日益激烈的背景下，如何继续保持对于FDI的吸引力，更加有效地利用外资成为我国亟待回答的问题。从外资新建企业区位选择的角度出发，利用1998—2007年间222个地级及以上城市的新建外资企业数据，使用负二项回归模型，分析了劳动力质量对于外资新建企业区位选择的影响，并考察这些影响在异质性企业间是否存在差异。研究发现劳动力质量的提升整体上能够促进城市对于外资新建企业的吸引力，而且这一作用对高生产率、高技术和非港澳台外资新建企业的影响更为显著，据此文章提出了相关政策建议。
