Based quality observation data,the total quality index of China is 63.74,which is above the pass line.In the four evaluation dimensions,the quality safety index is 65.89;the citizen quality index is 65.76;the quality satisfaction is 64.51,and the government quality service index is 57.82. Compared with 2012,the quality safety in 2013 develops steadily;the government quality service develops but still lags;the quality consciousness of citizen is higher than the knowledge of quality. Based on the analysis of the overall quality status,the policy suggestion is that,putting more emphasis on quality satisfaction, speeding up the transformation of government functions, strengthening the government's ability in quality service,and improving the consumers�ability in quality knowledge.%根据质量观测的调查数据,2013年我国总体质量指数为63�74分,达到了及格水平。其中四大观测维度中,质量安全指数最高为65�89分;公民质量素质指数次之,为65�76分;质量满意指数第三,为64�51分,只有质量公共服务指数得分不及格,为57�82分。相较于2012年,2013年质量安全年度发展基本稳定;产品质量满意度略有下降,但服务、工程与环境质量满意度均有提升;服务质量提升显著;质量公共服务有所发展但仍较为滞后;公民质量意识超前于其质量知识与质量行为能力。基于质量状况的年度分析,提出未来质量发展的重点是提高对于质量满意度的重视,进一步加快政府职能转变,提高政府质量公共服务能力,通过社会力量加快消费者质量知识能力的提升。
