探索质检改革路实现质量强国梦

摘要

Third Plenary Session of Eighteen has made the big decisions to deepen reforms comprehensively,and proposed to make the market play a decisive role in the allocation of resources and make the role of government play better,which will open a new prologue of reform and opening-up.In the view of the work of quality inspection,it requires a unified market access system,the reform of market supervision system,the reinforce of the development of strategies,plans,policies, standards development and implementation,speeding up the reform of the classification of public institutions,establishing the unification of power and responsibilities, authoritative and efficient administrative law enforcement system,the reform of market access,customs supervision,inspection and quarantine management system in Free Trade Area and so on.It holds that we should improve quality,ensure safety,promote development,strengthen quality inspection under the spirit of reform and innovation,and discuss deeply how to explore the quality reform path and how to realize the dream of prospering the nation with quality.Reform is the strongest voice in recent times,and the only road quality development must take.%十八届三中全会作出全面深化改革的重大决定，提出要使市场在资源配置中起决定性作用和更好发挥政府作用，拉开了新一轮改革开放的序幕。从质检工作来看，要求实行统一的市场准入制度，改革市场监管体系，加强发展战略、规划、政策、标准等制定和实施，加快事业单位分类改革，建立权责统一、权威高效的行政执法体制，在自由贸易区建设中要改革市场准入、海关监管、检验检疫管理体制等等。文章从以改革创新的精神抓质量、保安全、促发展、强质检四个方面，深入探讨了如何进行质检改革路的探索，怎样才能实现质量强国梦，认为改革是当今时代的最强音，改革是质检发展的必由路。
