As the main force of public security institutions, the goal orientation and development of the newly-built undergraduate institutions are not only the important proposition of public security institutions, but also the key to enhancing the quality of the police team building. According to“International Standard Classification of Education”(Revised in 1997) and the requirements of Ministry of Public Security “On the Guidance of Strengthening the Construction of Public Security Institutions and Training Bases”, this article put forward that newly-built public security undergraduate institutions should be oriented as teaching application type ones and break the barriers of public security education and public security work, subject and major, internal mechanism and external mechanism, teaching and building policing culture in order to build first-class public security undergraduate institutions, which are public security career development-oriented and serve regional social security management and give priority to the cultivation and development of application type undergraduates, on the basis of summing up the development histories of all newly-built undergraduate institutions in China and analyzing the characteristics of newly-built public security undergraduate institutions.% 作为公安院校的主力军，新建本科院校的定位和发展问题不仅是公安院校的重要命题，也成为提升公安队伍建设质量的关键所在。本研究在梳理全国新建本科院校发展历程、辨析新建公安本科院校特点的基础上，结合《国际教育标准分类法》(1997年修订稿)和公安部《关于加强公安院校和训练基地建设的指导意见》的精神要求，提出新建公安本科院校应在教学应用型本科院校方向的指导下，破除公安教育与公安工作、学科与专业、内部与外部机制、教育教学与警务文化建设之间的壁垒，建设面向公安事业发展，服务区域社会安全管理工作，以应用型本科学生的培养与发展为主的一流公安本科院校。
