近年来,随着警务保障工作的快速发展,已逐步实现从传统警务保障向现代警务保障的转变.警学界急需对警务保障领域进行深入地学理性研究,创新警务保障理论,指导警务保障实践.为了更好地服务于警务保障工作的上层建筑和顶层设计,本文提出了指导警务保障总体运行和指引宏观发展的"泛保障"理论,对警务保障工作的发展方向和工作理念进行初步探索,力图树立警务保障的实战化、人本化和科学化工作理念,明确法治化保障、主动化保障以及智能化保障的警务保障工作的发展方向.%In recent years, as the police safeguard develops rapidly, it has systematically moved from the traditional police service to the modern police protection. In the police science field, a thorough and rational study of police protection field and innovation of police safeguard theory for guiding the practice of police protection are in urgent need. In order to better serve the superstructure and top-hierarchy design of security work of police protection, this thesis puts forward the theory of"universal support" for the overall operation of police guarantee, serving as a guide for its macro-development. It tries to probe into the development direction and working principle police guarantee service, establish a practical, people-oriented and scientific working concept and clarify the development direction of a law-based, automatic and intelligent police guarantee service.
