行政道德转化为公务员内部行为规范的机制研究

摘要

With the service administration concept deeply rooted in the hearts of the people,administrative ethics has increasingly become oriented specification to improve the quality of civil servants drawing more attentions.But the administrative ethics performed strong self-discipline,it is difficult to make each civil servant can consciously abide.The code of conduct of the civil servants has effectiveness on every civil servant.If the administrative ethics can be transformed into the code of conduct of the civil servants,the administrative ethics can be transformed from subjective ideology into the objective specification.The paper started from the analysis of the relationships between administrative ethics and the code of conduct of the civil servants,searched for the basis of turning administrative ethics into the code of conduct of the civil servants,and concluded the idea of turning administrative ethics into the code of conduct of the civil servants,to inject the administrative ethics into the civil servants' heart.%伴随着服务行政理念的深入人心,行政道德越来越成为提高公务员素质的导向性规范,更多地受到人们的关注。但是行政道德表现为较强的自律性,很难使每一个公务员都能自觉遵守,而公务员内部行为规范是对每一个公务员都发生效力的,如果能将行政道德转化为公务员内部行为规范,就能使行政道德由一种主观的意识形态转变为具有客观形式的具体规范了。本文从分析行政道德与公务员内部行为规范的关系入手,挖掘行政道德转化为公务员内部行为规范的依据,最后提出政道德转化为公务员内部行为规范的构想,使行政道德注入每一个公务员的内心。
