纵观欧洲安全与合作组织（欧安组织）合作安全的创建及发展，不难发现，欧洲和亚洲在合作安全方面存在很大差异，其国际关系背景不同，区域内主要国家的合作意愿不同，欧安组织合作安全是以欧洲为主的统一安全框架之一，且欧安组织已经与联合国及其他欧洲机制建立了比较密切的联系。而欧安组织合作安全经验则可以为亚洲提供诸多启示：要降低安全合作门槛，争取尽早起步；亚洲各国，特别是主要大国应展示政治合作愿望；应尽力扩大安全共识，整合亚洲多个安全合作进程，构建统一的合作安全机制；亚洲合作安全应保持开放性，不以排除美国为前提，但可以在没有美国参与的情况下起步。%Review of the setup and development of cooperative security of Organization for Security and Cooperation in Europe has found that there are great differences between European cooperative security and that of Asia, such as different backgrounds of international relations and different cooperation willingness of main powers. The cooperative security of OSCE is a unified structure giving priority to Europe. Furthermore, OSCE has established close relations with UN and other European organizations. The enlightenments that European cooperative security offer Asia are as follows. First, lower the threshold of cooperative security and strive for starting as early as possible. Second, Asian countries, especially the main ones, should show political cooperative willingness. Third, try best to enlarge security consensuses, integrate multi-security processes in Asia into a unified cooperative security framework. Fourth, keep Asian cooperative security open, do not set a precondition of exclusion of the US, but could start without the US participation.
