延边州森林资源监督工作存在的问题及对策

摘要

森林资源监督部门是国家为有效保护和利用森林资源在林业行业设置的重要机构，对保护森林资源、推动林业可持续发展具有重要作用。延边州森林资源监督工作存在的主要问题是体制不顺、工作程序不够规范、队伍素质不能完全满足工作需要、缺乏制约手段等，应通过理顺体制和工作程序、明确监督管理职能、提高监督管理干部队伍素质等措施完善和加强监督机构建设，使之真正代表国家行使行政执法职能，确保森林资源和生态屏障安全。%The forest resources supervision department is an important organization that may effective protect forest re -sources and promote forest sustainable development .The main problems existented in forest resources supervision work inYanbian were unsuitable system, nonstandard work procedures, scarce restrict means, and the quality of team could notmeet the needs of the work.Consequently, measures such as straighten out system and working procedures , comfirmed regulatorfunctions, and improved the quality of the supervision contingent of cadres could complete and strengthen the supervi -sion institution building to exexute the function of administrative enforcement represented a nation in order to ensure thesafety of forest resources and ecological barrier .
