高标准农田示范项目建设面临的问题及对策

摘要

The construction of"high yield, high quality and efficiency, environmental protection, sustainable development" high standard farmland, is a long-term strategic measures for the protection of national food security and an important measure for the implementation of the"national food safety program". In order to understand the situation of high standard farmland construction, we has carried on the investigation to the construction of high standard farmland in Huinan County and Meihekou city in Tonghua. Investigation shows:low standard of construction project investment, short, farmers raise labor is dififcult, shelterbelt construction has the resistance problem has become the bottleneck of high standard farmland demonstration project construction and function disorder.%　　建设“高产稳产、优质高效、环保生态、持续发展”高标准农田，是保障国家粮食安全而采取的一项长期战略措施，是为实施“国家粮食安全纲要”和“新增千亿斤产能规划”而采取的重大举措，是为了提升中低产田改造水平从而加快现代农业发展的客观需要。中央提出要加快建设高标准农田，并要求把产粮大县的基本农田加快建设成高标准农田，建设稳固的商品粮基地。为了解高标准农田建设情况，对通化地区辉南县和梅河口市高标准农田示范项目建设情况进行了调查。调查显示：投资标准低，建设工程短，农民筹劳难度大，防护林建设有阻力等问题已成为制约高标准农田示范项目建设及作用发挥的障碍，要引起重视。
