在中国共产党执政资源系统内,制度资源不仅是执政党执政资源的要素之一,而且也是搭建各种资源要素向国家与社会输送的桥梁。制度资源的这种属性决定制度资源开发成效如何关系到整个执政资源开发的状况。这就要求我们在进行制度资源开发中做到以下几个方面：加强制度资源要素自身的开发,以增加执政资源储量;制度资源开发贯穿于执政资源开发全过程,以提高执政资源开发成效;增强党的制度与国家制度之间的耦合性,以保证执政资源系统的有效运作。%In the system of the Communist Party of China governing resources,system resources are not only elements of governing resources of the ruling party,but also the bridge to convey a variety of resources to the state and society;the property of system resources determines the entire situation of the system resources development,which requires us to do as the followings：strengthening the development of system resources element itself,in order to increase governing resources reserves;playing the system resource development throughout the whole process of governing resource development in order to enhance the effectiveness of governing resource development;strengthening the coupling between the party＇s system and the state system,so as to ensure that the operating effectiveness of the governing resource system.
