徐州市农村土地承包经营权流转：现状、问题与创新--基于保障农民合法权益的视角

摘要

“农村土地流转”是新形势下农村土地改革之重要举措，是实现农村土地规模化、集约化、现代化经营的必由之路。徐州市农村土地流转制度进一步规范，流转网络进一步完善，农业新型主体带动作用进一步增强，相关政策扶持力度进一步增强。但是，由于存在部分农户惜地、确权颁证推进难度超出预期、流转行为不够规范、流转市场化运行机制不健全、流转中政府职能缺位、流转未与土地整治有效结合等问题，严重制约了农地流转的速度和质量。为了进一步推进农村土地流转，必须加强机制建设，健全农村土地流转权属保障机制，优化农村土地流转管理服务机制，创新农村土地流转市场化运行机制，完善农村土地流转长效扶持机制，建立农村土地流转风险防范机制。%"Rural land transfer" is the important measure of rural land reform under the new situation,and is the inevita-ble course of realizing rural land management’s intensification,scale and modernization.Xuzhou gets further standardized system of rural land circulation and more improved land circulation network.Meanwhile,it further strengthen the leading role of agricultural new body and relevant policy support dynamics.But problems are emerging.Some farmers treasure lands;confirming land rights certified is difficult than expected;the behavior of land circulation is not normative enough;the Market-oriented operation mechanism of land circulation is not sound;the absence of government functions exists in the process of land circulation and land circulation is not combined effectively with Land consolidation.These problems have seriously restricted the speed and quality of farmland circulation.We must strengthen the construction of mecha-nism,improve the safeguarding mechanism of ownership of rural land circulation,optimize the management service sys-tem of rural land circulation,innovate market-oriented operation mechanism of rural land circulation,improve long-term supporting mechanism of rural land circulation and establish risk prevention mechanism of rural land circulation in order to further enhance the efficiency of rural land circulation.
