实施新生代农民工职业技能提升计划的着力点

Carrying out the plan of improving the new generation of migrant workers'vocational skills is the clear require-ment and an important mission of the 13th Five Year Plan.The reason is that the new generation of migrant workers has already grown into the main part of the industrial workers and the main power of the urbanization process in our country. Carrying out the plan is aiming at enhancing the new generation of migrant workers'employment competitiveness.The key point of training migrant workers is the crux of promoting the training efficiency and quality.Based on China's national situation and the new generation of migrant workers'own reality,two problems should be solved:one is the basic training of vocational skills before employment and the other is the promotion of vocational skills after employment.The former will help rural labor forces to acquire learning ability and basic vocational skills through rural elementary and vocational educational.And the latter is focus on improving the new generation of migrant workers'vocational skills and employment quality through constructing the vocational training system in all direction.%实施新生代农民工职业技能提升计划，是十三五规划提出的明确要求和重要任务，因为新生代农民工已成长为产业工人的主体和城镇化的主体。计划实施的宗旨是增强新生代农民工就业竞争力，关键是找准培训的着力点，精准发力，精准培训，才能提高培训效率和培训质量。立足我国国情和新生代农民工的自身实际，应着力抓好两个环节———就业前的职业技能基础培训和就业后的职业技能提升，前者通过农村基础教育和职业教育，从源头上保证农村劳动力的学习能力和基本职业技能；后者通过加强职业培训的全方位建设，着力提升新生代农民工职业技能，提高就业质量。
