印度应对民族分离运动的措施及启示

摘要

To solve the issue of national separation, the Indian government employs military means to crack down on separatist forces and to promote political negotiations; it tries to improve the economy of related ethnic regions to promote peace; it uses cultural assimilation to forge a stronger national identity; it strengthens its international links to create a better environment to tackle separation. These countermeasures are of significance for China. China can take diversified measures in its anti-separation effort, such as eradicating separatist forces, involving all ethnic groups, improving China＇ s economy and religious management, combating separatist tendency in ideology, maintaining the system of ethnic autonomy and favorable policies regarding ethnic groups.%为妥善解决国内的民族分离问题,印度政府运用军事手段,坚决打击民族分离武装活动;坚持以打促谈,政治解决国内民族分离问题;以发展促和平,加快民族地区经济发展;实行文化同化,增强国家认同;加强国际合作,改善反民族分离斗争的外部环境。印度政府的这一系列应对民族分离问题的措施,对我国开展反民族分裂斗争是一个很好的启示。当前,我国必须旗帜鲜明地反对民族分裂,坚决打击民族分裂武装;发动各族人民群众,共同开展反民族分裂斗争;坚持经济发展,消除民族分裂活动滋生的土壤;加强宗教管理,深化意识形态领域的反分裂斗争;坚持民族区域自治制度,贯彻落实好各项民族政策。
