从国防白皮书看澳大利亚的国家安全战略

摘要

国防白皮书作为澳大利亚政府发布的体现官方立场并呈现系统性的国防文件，其编制过程展示出澳大利亚政府决策层与信息、智力支持之间的互动方式，对于理解和分析澳大利亚的国家安全战略具有重要的研究价值。2013年5月澳大利亚颁布了《2013国防白皮书》，引起国际上对于澳大利亚国家安全战略新一轮的关注。在中美形成战略竞争、两国实力对比向中国倾斜的新形势下，澳大利亚依赖某一大国保护的安全战略取向，使它在安全战略决策中遭遇巨大的挑战。考察澳大利亚国防白皮书的编写过程，并就国防白皮书中有关中国部分进行历史梳理和文本分析，可以为更好地理解澳大利亚国家安全战略及为中国外交正确处理对澳关系建立知识基础。%Australia’s “Defense White paper 2013”issued in May 2013 caused a new round of attention to its national security strategy.As Australia’s official defense planning documents,the defense white papers can be used as an effective tool to analyze Australia’s strategy for its national security.An investigation of the compiling process of the white papers reveals the decision-making process on national security;and an analysis of contents involving China in the defense white papers can help trace changes in Australia ’s positions toward China. Through this,the paper seeks to establish some fundamental understandings for China to better develop China-Australia relations.
