中印关系发展的中亚因素

摘要

China-India relations,a necessity of China’s neighboring diplomacy,can be well leveraged by their competition and cooperation in Central Asia.On competition level,their conflicts in political influence,market share,energy resources and traditional security in the region are unavoidable.While on cooperation level,they have certain coordination and consistency in Central Asia like handling non-traditional security issues with terrorism threat in particular,power expansion of the United States,construction of economic and trade channel and tapping of regional energy.Developments show China’s bigger influence in the region.And the relations remain its orientation of multilateral cooperation which can be influenced by the balance strategies of great powers in Central Asian,other third-party factors such as the United States,Russia,Japan,as well as India ’s accession to the Shanghai Cooperation Organization.%中印关系是中国周边外交的重要一环，两国在中亚地区的竞争与合作成为两国关系的重要因素。从竞争层面来看，中印在获取中亚政治影响力、市场份额、能源资源以及传统安全等方面有着一定的冲突与碰撞。从合作层面来看，中印在共同应对中亚的非传统安全问题特别是恐怖主义威胁、美国在中亚的力量扩张、建设经贸大通道以及合力开发与利用中亚能源等领域蕴含着相应的协调与一致。就发展态势而言，中国在中亚的影响力仍将大于印度，两国将维持竞合关系并趋于多边主义下的合作，中亚国家的大国平衡策略以及美国、俄罗斯、日本等第三方因素会对中印两国的中亚博弈发挥作用，印度加入上海合作组织亦是今后中印在中亚大博弈的影响因子。
